SB 1221 (Hancock) would prioritize year-round learning

Since the implementation of Proposition 49 (2006), there has been increased research on both the need for year-round learning to mitigate learning loss in the summer, as well as the need to identify quality standards to improve program impact. Additionally, the California Department of Education has identified ways to simplify program administration and leverage technology to track student outcomes.
This bill would give priority to programs that support year-round and summer learning opportunities. This bill updates program-reporting requirements by removing defunct standardized tests, focusing on program and school-day attendance by student identifier number, and requiring evidence of program quality improvement processes. This bill also requires CDE to develop a biennial report to the legislature. This bill is sponsored by the California Department of Education and the Partnership for Children & Youth.
