California’s 21st CCLC Grantee Intent to Award Released

On April 11th, the California Department of Education’s Expanded Learning Division released the Intent to award funding for 21st Century Community Learning Centers (21st CCLC Elementary and Middle School) and 21st Century High School After School Safety and Enrichment for Teens (ASSETs) programs contingent upon the availability of federal funds, and subject to change based upon the grant appeal process. The CDE’s Expanded Learning Division encourages new grantees to visit their 21st CCLC page and access resources related to policy guidelines, frequently asked questions, Quality Standards, and Continuous Quality Improvement. New grantees are also encouraged to reach out to their local system of support for expanded learning contacts

Congratulations to the new cohort of 21st CCLC grantees! This year’s grant application process was competitive. The CDE’s Expanded Learning Division received nearly $119 million in requests for the approximately $19 million in available 21st CCLC Elementary and Middle School funding. Additionally, the Expanded Learning Division received applications requesting over $76 million in requests for the approximately $21 million in available High School ASSETs funding.

Upcoming Hearings for SB 78 which would increase the ASES daily rate

Recently introduced legislation Senate Bill 78 (Leyva) would increase the ASES daily rate by $1.50 (to $9.00 per student per day) through a budget augmentation in 2017-18 with future increases tied to increases in the state minimum wage. For more information see Senator Leyva’s Press Release and the Save Afterschool Fact Sheet on SB 78Hearings for SB 78 begin April 19th. Afterschool Professionals Appreciation Week is April 24-28! The event recognizes the hard work and commitment from afterschool professionals. They daily improve and make an impact in the lives of our youth. The National AfterSchool Association would like to help you be apart of thanking your afterschool professional. 83% of Voters Oppose Trump’s Proposal to Cut After School

President Trump’s proposed budget calls for the elimination of 21st Century Community Learning Center funding, claiming the program lacks evidence of results despite overwhelming research to the contrary. If enacted by Congress, the President’s budget would eliminate the 21st Century Community Learning Centers program, the single largest source of funding for afterschool and summer programs that enroll 1.6 million students across rural, urban and suburban communities in all 50 states. These cuts would mean a loss of funding for over 700 of California’s expanded learning program sites including almost 300 high school ASSETs program sites, and would reduce the ability to provide summer learning programs. A recent poll from Quinnipiac University (see question 65) found that 83% of voters oppose Presiden’t Trump proposed cut to afterschool funding, including 63% of Republican voters and 97% of Democratic voters.

LIAS Blog: 21st CCLC : Now and Then

The Learning in Afterschool and Summer (LIAS) recently published a blog as a response to recent federal support for afterschool programs is in jeopardy. The blog highlights the history of federal 21st CLLC. “The Federal 21st CCLC initiative was the first federal effort dedicated to promoting afterschool programs. This initiative was launched in 1994 by President Clinton in response to a ‘perfect storm’ – growing concerns around crime and safety involving young people. The initiative garnered the support of law enforcement, educators, parents groups and more. Support for afterschool was partially driven by research that showed a spike in crime during the afterschool hours” To read more, click here.

Support Youth Community Service for Global Youth Service Day

Established in 1988, Global Youth Service Day (GYSD) celebrates and mobilizes millions of young people to improve their communities through service.  GYSD is the largest service event in the world and the only one dedicated to the contributions that children and youth make 365 days of the year. GYSD will take place on April 21-23, 2017.
