Recent Federal Executive Order Impacts on Expanded Learning

On Monday, January 27, 2025, the Office of Management and Budget (OMB) issued a memorandum calling for a temporary pause on federal grants, loans, and other financial assistance programs. It seems the intent was to pause funding until a review was completed to ensure programs comply with the President’s recent Executive Orders.

According to the Federal Department of Education, the freeze would not have affected 21st Century Community Learning Center funding, which is provided through a formula in Title IV, Part B of the Elementary and Secondary Education Act. 

The legality of this process was immediately challenged and the memo has since been rescindedNow, the OMB will check to see if programs are compliant and then move to freeze funding if they are not, instead of the other way around.

In other words, 

The original process: Freeze all funding and then check for compliance (unfreezing funds for those that are compliant).

The revised process: Check compliance of each program, and then freeze for those out of compliance.
