Changes to the Annual Performance Report (APR)

One of the federal requirements of receiving 21st Century Community Learning Centers (CCLC) funds is inputting required data into the 21APR system. The Government Performance Results Act (GPRA) will be changing and this will impact the types of data each grantee collects and then enters into the 21APR system as reporting outcomes for the GPRA. The GPRA are required outcomes that are reported to Congress once a year and continue to help tell the story of our 21st CCLC programs.

Below is a timeline of implementation:

  • All grantees will start collecting data for the new GPRA in Summer 2021.
  • Data entry during May 2021 and December 2021 will be the old GPRA that you previously collected.
  • In Spring/Summer 2022 data entry for the new GPRA will start.

Changing

Participation is changing from days to hours.

The following are changes that will occur with the GPRA. Once the Expanded Learning Division has made small “policy” decisions regarding these changes, this will be communicated to the field. For example, for GPRA #2 regarding Grade Point Average, a crosswalk will need to be developed for those agencies that do not use this type of tool.

GPRA #1: Academic Achievement

  • Percentage of students in grades fourth through eighth participating in 21st CCLC programming during the school year and summer who demonstrate growth in reading and language arts on state assessments.
  • Percentage of students in grades fourth through eighth participating in 21st CCLC programming during the school year and summer who demonstrate growth in mathematics on state assessments.

GPRA #2: Academic Achievement

  • Percentage of students in grades seventh through eighth and tenth through twelfth attending 21st CCLC programming during the school year and summer with a prior-year unweighted Grade Point Average (GPA) of less than 3.0 who demonstrated an improved GPA.

GPRA #3: School Day Attendance

  • Percentage of students in grades first through twelfth participating in the 

GPRA #4: Behavior

  • Percentage of students in grades first through twelfth attending 21st CCLC programming during the school year and summer who experienced a decrease in in-school suspensions compared to the previous school year.

GPRA #5: Student Engagement in Learning

  • Percentage of students in grades first through fifth participating in 21st CCLC programming in the school year and summer who demonstrated an improvement in teacher reported engagement in learning.
