ESEA Reauthorization Signed by President Obama

The Elementary and Secondary Education Act formerly known as No Child Left Behind has been reauthorized. On December 10th, President Obama signed the Every Student Succeeds Act (ESSA). The final bill was created by a congressional committee (consisting of members of the House and Senate) that were charged with creating a compromise between House and Senate education reform bills. The House Bill (HR 5) proposed to eliminate the 21st Century Community Learning Centers (21st CCLC) as an independent funding stream while the Senate Bill (S. 1177) proposed to  preserve 21st CCLC. The final bill preserves 21st CCLC as an independent funding stream and maintains formula grants to states to allocate funds to local school-community partnerships. The act authorizes $1 billion for FY2017, and $1.1 billion for FY2018 through FY2020 with exact funding levels to be determined by appropriations. According to the Afterschool Alliance new language in the bill encourages community partnerships including data sharing, experiential learning, opportunities to learn STEM, college, career, and workforce readiness, as well as physical activity and nutrition education. The act also includes additional funding to states to advance STEM learning including after school STEM, and modest funding for community schools.
