Expanded Learning Opportunities Program Expenditure and Encumbrance Deadlines for Prior-Year Funds

The CDE would like to inform you about critical deadlines and guidelines regarding the expenditure and encumbrance of 2021–22 and 2022–23 FY funds for the ELO-P.

For the 2021–22 and 2022–23 FYs, LEAs must expend or encumber their ELO-P funds by June 30, 2024.

Pursuant to California EC Section 46120(d)(6), LEAs are required to submit an expenditure report to the CDE for the 2021–22 and 2022–23 ELO-P apportionments. Any funds that were not expended or encumbered by the June 30, 2024, deadline must be returned to the CDE.

Note that the K–12 Omnibus May Revision (https://esd.dof.ca.gov/trailerbill/trailerBill.html) included a proposed amendment that would require LEAs to expend any encumbered funds from FYs 2021–22 and 2022–23 by September 30, 2024.

If enacted, any encumbered funds not expended by the September 30, 2024, deadline must be returned to the state. Expenditure Report Deadline For the 2021–22 and 2022–23 FYs, LEAs will be required to submit an expenditure report to the CDE after the expenditure deadline of June 30, 2024. The expenditure report will be made available to LEAs after July 1, 2024.

The deadline to submit the completed expenditure report to the CDE is September 30, 2024.
