How a bill becomes a law in CA with picture of capitol

Since the legislative session has ended, all bills that have passed the legislature now await the governor’s signature or veto. This is an update on the two bills that would impact Expanded Learning.

AB 1113 (McCarty)

Background: AB 1113 was introduced in 2023 by Assemblymember McCarty and sponsored by the California Afterschool Advocacy Alliance (CA3). This is the final version of the bill:

  1. Beginning with the 2025-26 school year, would allow CDE to collect statewide data on the number of students enrolled in expanded learning programs and require CALPADS to track students in expanded learning programs.
  2. Beginning with the 2025-26 school year, CDE will provide guidance and recommendations to LEAs on collecting pupil participation data for students enrolled in an expanded learning program.

Current Status: This two-year bill has been removed from the suspense file with amendments and is awaiting the governor’s signature. 

*An earlier version of the bill that was removed pertained to COLAs for ASES and 21st CCLC programs.

 

AB 2112 (Muratsuchi)

Background:  AB 2112 was introduced as legislation sponsored by the San Diego Unified School District to address concerns about ELO-P Rate 2 fluctuations from year to year. This is the latest amended version of the bill:

​Current Status: The bill was put on the suspense file, in other words this bill has “died” and will not make it to the governor’s desk.

*A prior version of the bill requested rate stabilization for Tier 2 districts, ensuring that the amount would not fall below the FY 2022-23 offer.
