School Site Substitution Form

Grantees are permitted to request a school site substitution to transfer program services to another school site if there is a “significant barrier to pupil participation” as defined in *Education Code (EC) Section 8482.8. A grantee may request approval by the California Department of Education (CDE) to transfer program services to another school site within the same local education agency for any After School Education and Safety (ASES), 21st Century Community Learning Centers (CCLC), or After School Safety and Education for Teens (ASSETs) program. The transfer of funds for program services would be effective at the beginning of the fiscal year that follows the approval of the request by the CDE.

If a grantee wishes to request a school site substitution, the grantee should contact the CDE Program Consultant or CDE Fiscal Analyst to discuss the circumstances of the request. If it appears that the proposal may be justified, the grantee should download and submit the School Site Substitution form located at https://www.cde.ca.gov/ls/ba/as/documents/schsitesubfrm.pdf.

The following items must, if applicable, be included with the School Site Substitution request:

  • In the case of a school site closure or restructuring, the School Board or Charter Governing Board meeting minutes with the decision to close or restructure the school.
  • The effective date of any school closure or restructuring.
  • The name and location of the school(s) where the students from any closing school will be assigned to attend.
  • The percentage of students at the school to which services would be transferred that are eligible to receive Free and Reduced-Priced Meals (FRPM).
  • The number of students that will be transferred from any closing school to any newly assigned school site.
  • In the case of a 21st CCLC or ASSETs grant, a certification that the same program will be implemented as is described in the original grant application must be included in the justification section of the form.

School site substitutions may be authorized when all of the following conditions are met:

  • The school site to which services would be transferred either (1) has a grant of the same type as the transferring school site and will be receiving students from the transferring school site; or (2) has a FRPM rate within 10 percent of transferring school.
  • The transfer will not increase funding at the proposed school site above the legislative cap. Large school adjustments per EC Section 8483.7 will be included in computation of the legislative cap for both ASES and 21st CCLC sites.
  • Grantee must be in “Good Standing” as defined in the Good Standing section of the Frequently Asked Questions web page for ASES located at https://www.cde.ca.gov/ls/ba/as/ and the Frequently Asked Questions web page for 21st CCLC and ASSETs located at https://www.cde.ca.gov/ls/ba/cp/.

*A “significant barrier to pupil participation” per EC Section 8482.8 is defined as follows:

  • Fewer than 20 pupils participating in the component of the program.
  • Extreme transportation constraints, including, but not limited to, desegregation bussing, bussing for magnet or open enrollment schools, or pupil dependence on public transportation.
  • A local educational agency opens a new school site, and either merges an existing school site into the new school site, or splits the existing school site’s pupils with the new school site so that the existing school site program is subject to a statutorily-authorized grant reduction.
