SB-153 Education finance: education omnibus budget trailer bill outlines changes to the Expanded Learning Opportunities Program (ELO-P) including Expenditure Deadlines.

What Already Existed:

ELO-P Apportionments received during FY 2021-22 and 2022-23 may be expended or encumbered by June 30, 2024. It was recommended by CDE that funds encumbered by June 30, 2024 be expended by September 30, 2024.

What Was Updated:

The new law officially requires these encumbered funds to be expended by September 30, 2024. Any unspent funds will be returned to the state.

What’s New:

Beginning with FY 2023-24 ELO-P Apportionments must be expended by June 30 of the following fiscal year. Any funds NOT expended by the school district or charter school by the end of this period shall be returned to the state. (i.e. FY 2023-24 ELO-P Apportionments must be expended by June 30, 2025 or be returned to the state).
