Expanded Learning Rate Increases for FY 21-22

In June, Governor Newsom approved the state budget allocating additional dollars to the After School Education and Safety (ASES), 21st Century Community Learning Centers Elementary/Middle (21st CCLC), and the 21st CCLC High School After School Safety and Enrichment for Teens (ASSETs) program grants, for a rate increase effective July 1, 2021.
This will result in a 14.6 percent increase of the daily rate for ASES, a 35.7 percent increase for 21st CCLC, and a 1.8 percent increase for ASSETS.
ASES New Rates:
- The new per-pupil rate for After School Base and After School Summer will increase from $8.88 to $10.18.
- The new per-pupil rate for Before School Base and Before School Summer will increase from $5.92 to $6.78.
This 14.6 percent increase will be applied to the following ASES subprogram types:
- After School Base
- After School Summer
- Before School Base
- Before School Summer
ASES Increases
For example:
- An elementary site receiving $133,169.40 for After School Base will be increased to $152,612.13($133,169.40 * 1.146 = $152,612.13).
- An elementary site receiving $44,389.80 for Before School Base will be increased to $50,870.71($44,389.80 * 1.146 = $50, 870.71).
- A middle school site receiving $177,559.20 for after school base will be increased to $203,482.84($177,559.20 * 1.146 = $203,482.84).
- The new minimum grant amount for After School Base will change from $31,960.65 to $36,626.90 ($31,960.65 * 1.146 = $36,626.90).
21st CCLC New Rates:
- The new per-pupil rate for 21st CCLC After School Base and After School Summer will increase from $7.50 to $10.18.
- The new per-pupil rate for 21st CCLC Before School Base and Before School Summer will increase from $5.00 to $6.79.
This 35.7 percent raise will be applied to the following 21st CCLC subprogram types:
- After School Base
- After School Summer
- Before School Base
- Before School Summer
21st CCLC Increase
For example:
- An elementary site receiving $112,500 for After School Base will be increased to $152,662.50($112,500 * 1.357 = $152,662.50).
- An elementary site receiving $33,750 for After School Supplemental will be increased to $45,798.75($33,750 * 1.357 = $45,798.75).
- An elementary site receiving $37,500 for Before School Base will be increased to $50,887.50($37,500 * 1.357 = $50,887.50).
- An elementary site receiving $33,750 for Before School Supplemental will be increased to $45,798.75 ($33,750 * 1.357 = $45,798.75).
- A middle school site receiving $150,000 for After School Base will be increased to $203,550($150,000 * 1.357 = $203,550).
- A middle school site receiving $45,000 for After School Supplemental will be increased to $61,065($45,000 * 1.357 = $61,065).
- A middle school site receiving $49,000 for Before School Base will be increased to $66,493 ($49000 * 1.357 = $66,493).
- A middle school site receiving $45,000 for Before School Supplemental will be increased to $61,065($45,000 * 1.357 = $61,065).
- The new minimum grant amount for After School Base for 21st elementary and middle school grant will change from $50,000 to $67,850 ($50,000 * 1.357 = $67,850).
ASSETS New Rates and Increase
The new per-pupil rate for After School Base will be $10.18.
For example:
- A High School site receiving $250,000 for After School Base will be increased to $254,500 ($250,000 * 1.018 = $254,500).
