Due to the Southern California wildfires, the California Department of Education (CDE) Expanded Learning Division (EXLD) is extending the deadline for the After School Education and Safety (ASES) grant program to Friday January 31, 2025 at 4pm. All other application requirements will remain the same.

In addition, below is information on attendance relief for all grant programs and information for programs not able to operate the Expanded Learning Opportunities (ELO) Program. 

ASES, 21st CCLC and ASSETs Attendance Relief

Education code (EC) allows programs to temporarily close due to a natural disaster, civil unrest, or imminent danger to students or staff. In order to get attendance credit for closure due to these circumstances, grantees are required to complete an Attendance Relief Request Form and keep on file in case the program site is assessed a grant reduction.

To obtain the Attendance Relief Form, contact your CDE EXLD Regional Consultant listed on the CDE System of Support for Expanded Learning (SSEL) Regional web page located at https://www.cde.ca.gov/ls/ex/sosexplearncontacts.asp. This form will only be requested if the program site is at-risk for a grant reduction and upon acceptance of that evidence and approval by the CDE EXLD, the CDE EXLD will apply the program’s annual average daily attendance to the days the program was closed due to the natural disaster, civil unrest, or imminent danger to students (EC Section 8482.8[d]).

FAQ #28 – Expanded Learning Opportunities Program

Is an LEA penalized if they are unable to operate an ELO Program due to school or program emergency conditions?

No. Pursuant to EC Section 46120(b)(9) “For a local educational agency that is temporarily prevented from operating its expanded learning opportunity program because of a school or program site closure due to emergency conditions listed in Section 41422 or subdivision (d) of Section 8482.8, and is not able to meet all of the requirements pursuant to paragraph (1), which is in fact shown by a resolution adopted by the governing board or body of the local educational agency, in addition to documentation substantiating the need for closure, the local educational agency shall not be subject to the penalty required pursuant to paragraphs (1) to (3), inclusive, of subdivision (c) as a result of the emergency.”

These documents should be kept on file for audit purposes to show the non-operational days.
