Attendance Reporting Starting July 1, 2021, and Other Information
Senate Bill (SB) 98 suspended many grant requirements in education code as a result of coronavirus disease 2019 (COVID-19). Effective July 1, 2021, all statutory Pre-COVID-19 grant requirements were reinstated, this will include in-person programming and attendance requirements.
Per SB 98, grant reductions were suspended in Fiscal Year 2019–20 and 2020–21. Grant reductions will be reviewed starting at the conclusion of the 2022 Calendar Year. At the conclusion of the 2022 Calendar Year, the Expanded Learning Division (EXLD) will review the 75 percent requirement. At the conclusion of the 2023 Calendar Year, the EXLD will review the 85 percent requirement. Please see the attached chart.
Additional Information––Federal Program Monitoring––Match
The one requirement that was not suspended as part of SB 98 was the requirement to provide the required local match for the After School Education and Safety (ASES) Program. As all ASES grant requirements have been removed from the Audit Guide for 2021–22 (Reviewing 2020–21 grants), the Expanded Learning Division will still review Match as part of the FPM process, however, if there are any potential findings for this requirement then technical assistance will be provided. In addition, with the increase of funds that Local Educational Agencies (LEA) will receive from a variety of sources, the funds that go directly to LEAs as part of their Local Control Funding Formula will be allowed to be used as part of the required local match.
Item 7.6 added to the Expanded Learning Programs Federal Program Monitoring Program Fees
Pursuant to the Code of Federal Regulations (CFR) – 2 CFR sections 200.302, 200.303, and 200.307 starting with the 2021-22 EXLP FPMs, the EXLD will start reviewing the receipt, expenditures and tracking of the family fees. It is important that grantees have the proper documentation to show during a monitoring review.
The purpose of monitoring will be:
1. To ensure that the funds collected were used for program activities or services to students
2. Expended within the performance period of the grant
3. The agency tracks these funds separately from the grant funds
4. The programs waive or reduce the cost of fees for any pupil who is eligible for FRPM.
5. The programs do not charge a fee for a child who is a homeless youth or in foster care.
