ELO-P Expenditure Report Deadline
AB-176 Education finance: education omnibus budget trailer bill has been signed by the governor. This means that this bill is put into effect immediately. This trailer bill outlines the Expanded Learning Opportunities Program (ELO-P) changes, including Expenditure Report Deadlines.
For the 2021-22 and 2022-23 FYs, local educational agencies (LEAs) are required to submit an expenditure report to the CDE after the September 30, 2024 expenditure deadline.
The report is due October 31, 2024.
A local educational agency that does not submit the final expenditure report shall forfeit all funds allocated for the 2021–22 and 2022–23 FYs.

An email was sent Friday, September 6, 2024, with information on how to submit your report.
You can submit your LEAs expenditure report on the Expanded Learning Opportunities Program (ELO-P) Expenditure Report website at http://www2.cde.ca.gov/elop. (The portal is now open.)
Enter the LEA’s unique access code and include:
- LEA Name: XXXXX
- CDS Code: XXXXXXX
- Password/Pin: XXXXXX

Other AB 176 Expanded Learning Impacts
AB 176 outlines a few other changes to ELO-P, as outlined below:
- ELO-P Expenditure Report Deadlines: Beginning with FY 2023-24 ELO-P expenditure reports must be submitted by September 30 of the following fiscal year. An LEA that does not submit the final expenditure report by this deadline shall forfeit all funds allocated for that FY (i.e. FY 2023-24 ELO-P expenditure report must be submitted by September 30, 2025 or all funds for FY 2023-24 will be forfeited).
- Licensing Requirement Extension: An ELO-P operated by a third party that holds a child daycare facility license or special permit as of June 1, 2023, shall maintain that license or permit capacity as a requirement of contracting until June 30, 2025 (previously June 30, 2024).
