The End of the Legislative Season + Light’s On!

The deadline for the governor to sign or veto them is September 30th.

Due to it being an election year, the legislative season ends early, giving legislators time to work on their campaigns for election or reelection.

What impacts will the end of this season have on Expanded Learning?

As we know, Governor Newsom approved the Budget Bill in June, which included some changes impacting our programs. Please refer to our previous Policy Newsletter for a detailed review.

In addition to the signed Budget Bill, trailer bills are released to help clarify and support the implementation of changes in the original Budget Bill. This is why trailer bills are sometimes referred to as clean-up bills.

One trailer bill, in particular, has made it through to legislature and is expected to be signed by the governor, which is AB 176.  If signed by the governor, it would impact the following:

  • Expenditure Reporting
  • 3rd Party License Extension

Lights On Afterschool is October 24, 2024!

Advocacy is essential throughout the year. Even though the legislative season has ended, it’s still essential to continue advocating. Lights On is a time for celebration and presents an opportunity to involve your legislators in recognizing the impactful work of Out-of-School-Time programs. You can invite your legislators to your Lights On celebration and share photos and letters with them, emphasizing the significance of these programs for our students and families.

ELO-P Expenditure Report Deadline – October 31, 2024

ELO-P Expenditure Report Deadline

AB-176 Education finance: education omnibus budget trailer bill has passed the legislature and has made it to the governor’s desk. It is expected to be signed, which would put it into effect immediately. This trailer bill outlines changes to the Expanded Learning Opportunities Program (ELO-P) including Expenditure Report Deadlines.

For the 2021-22 and 2022-23 FYs, local educational agencies (LEAs) are required to submit an expenditure report to the CDE after the September 30, 2024 expenditure deadline.

The report is due October 31, 2024

A local educational agency that does not submit the final expenditure report shall forfeit all funds allocated for the 2021–22 and 2022–23 FYs.

CDE Update: Fiscal Year 2024–25 ASES Universal & ASES Frontier Final Intent to Award

Site Visit with Senator Laphonza Butler’s Office
September 3, 2024

CAN joined by Bay Area Community Resources (BACR) in hosting Thomas Hernandez, legislative correspondent from Senator Butler’s office, who joined us from DC. The visit to California was to see programs that showcased Youth Empowerment and Workforce Development. Naturally, BACR started us off by visiting Rusdale Newcomer Continuation High School in Oakland, where we got to see their after school program where they offer multiple programs that are popular with their students, including the Urban Arts and Beat Making program, the Recreation Team Building program, and the incredible Bike shop and program (pictured). Francisco Sanchez, Program Manager from BACR and former Site Coordinator at Rusdale, showed us all the excellent programming.

2025 Unites States Senate Youth Program
Nominations close October 7th

Nominations are open for the 2025 U.S. Senate Youth Program, a program for juniors and seniors interested in pursuing careers in public service. Two student delegates from each state will be selected to attend a unique program in Washington, D.C., March 1–8, 2025, and each will receive a $10,000 college scholarship. To apply, students must be nominated by their high school principal and currently serve in an elected or appointed leadership capacity in a student government, civic, or educational organization for the entire 2024–25 school year.
